Where Cowboy Is King was filmed on-location in Pendleton, OR. Virtually plotless, the film is built around an annual rodeo, complete with a lavish "stagecoach robbery" and "Indian attack." The producers made a few half-hearted efforts to inject some romance into the proceedings by having one of the rodeo performers fall in love with a fetching cowgirl. This "heart interest" may have been added to deflect criticism from one scene in which several horses were seriously injured during a long-distance race. The fact that many of the horses had to be destroyed had been well publicized, incurring the wrath of the ASPCA and numerous other pressure groups.
