When Richard Everett (Harry Mestayer) is appointed U.S. Minister to the fictional South American country of Ampala, one of his tasks is to get President Mendoza (Fred Hearn) to sign a treaty allowing the extradition of criminals. But the President is loathe to sign it since he is in cahoots with counterfeiter Chester Ward (Will Machin), who is in Ampala searching for buried treasure with his innocent sister, Monica (Virginia Kirtley). Ward, meanwhile is fighting with Professor Peabody (Lewis Cody) over the right to dig around the Cobre ruins. It turns out that the "buried treasure" is the counterfeit dough and Peabody is a secret service agent. Peabody and Everett corner Ward, who commits suicide rather than face arrest. Everett goes to President Mendoza and threatens to reveal his part in Ward's doings, so he finally signs the extradition treaty. But before Everett returns to the States, he has one thing left to do -- propose to Monica.
