Shapour (Mamnoun Maqsoudi) is a middle class Afghan refugee, living in France. Inspired by the image of a woman dancing in a wedding video, he travels to Peshawar, Pakistan, where many other Afghan refugees struggle to eke out a living. There, he hopes to meet the woman on the tape. In Peshawar, his friend Sharif Asad Tajzai introduces Shapour to his lovely teenage niece, Nilofar Afrouz Nikzad. Shapour has an eye for young girls, and when things don't work out with the woman from the video, he begins a flirtation with Nilofar. Nilofar marries Shapour to get her family out of Pakistan, but after they move to France, it becomes clear that her feelings for Shapour are not as strong as his feelings for her. Their relationship becomes more strained when Nilofar's taciturn father, Niaz Qader Farokh resurfaces after a long absence. Niaz, bitter from his wartime experiences, totally rejects Shapour, using his influence over Nilofar to further pull the couple further apart. Eventually, they separate. Shapour is desperate and despondent until he encounters Clara (Niki Zischka), an old flame from his early days in France. Nilofar in the Rain is the debut feature of writer/director Homayoun Karimpour and had its world premiere at the 2003 Tribeca Film Festival.
