Popular Hong Kong comic actor Francis Ng plays several different roles (including parodies of Jackie Chan, Chow Yun-fat, and Jacky Cheung) in director Lau Kwok-kuen's historical farce set in the Ching Dynasty at the turn of the 20th century. China is on the verge of conquest by foreign powers, and the increasing senility of the Empress Dowager (Petrina Fung) isn't helping matters any. When one of their officers suffers an epileptic seizure and dies by falling off a horse, the British demand an official apology from the Emperor (Ng), but the Empress sends his double, a barber named Ma Bian (Ng again) instead. Naturally, Ma Bian is not only a klutz but a jerk, leading to a number of farcical situations. Catherine Hung co-stars with Cheung San-yuen and Chan Kar-ming.
